The Peter Young event footage in that clip was the one I was at with friends. The level of grooming and control he had over his students made for a very uneasy experience. That was also the occasion all of his EF failed on every non-student he worked with

I could post other clips from different Russian MA teachers showing the same events, would it be the same are the teachers grooming and controlling the students ?

I disagree with the OPs clip's premise , what is said could be said for any MA or some other teachers. what is shown, IME is merely a logical extension of understanding and working with intent.
FWIW it never fails, non action is also action, in that not responding or feeling it, the person using this knows and just changes, its one part of an over all approach, not a super power although the way its portrayed in some demos tend to give the impression to those viewing.
In all the discussions on RSF/EF concerning this, it never starts from the theory by which its said to work and examined from this point. Even with the present clip that was commented on, no theory is mentioned only that they didn't feel it.,, It might have worked they just didn't feel it, the teacher apparently didn't make a big issue of it, the OP doesn't say, nor does he provide any info on skill level of the teacher, only "it didn't work, we felt uncomfortable"
in most discussions it starts from:
its fake the teachers controlling or ect. its against physics my teacher said its fake I never felt it It didn't work on me
the last one is interesting because often people do feel it but do not understand what they'er feeling, the person doing it can sense the reaction even if the other does not.
I don't expect this thread to provide any meaningful discourse, which I always find strange considering many here claim to work with intention, or other aspects of TCM that would provide for a lot of the back ground info by which its said to work, and experienced by those who have felt it.
in closing the reason I commented on this thread:
mostly what are shown are chinese teachers or chinese MA which I feel indirectly tends to show them in a bad light. other arts, and peoples make use of IMO the same ideas expressed in different ways.
